PUBLIC SERVICE EXPERIENCE:
Dr. Randy Bruce is a 39-year resident of Farmington Hills. He was an eight-year member of the Zoning Board of Appeals, where he served one year as secretary, one year as vice-chair, and two years as Chair. He was first elected to City Council in November of 2003, and has now served a total of 20 years on council. He has also served as Mayor-Pro-Tem for four one-year terms as well. He has been a member of the National League of Cities (NLC) for 18 years, and is currently a member of the Human Development Committee Policy and Advocacy Committee for the NLC, where he works to provide strategic direction and guidance for NLC’s federal advocacy agenda and policy priorities on workforce development, education, early childhood, public health, mental health, substance use, veterans, seniors, immigration and more. He also advocates on behalf of America’s cities before Congress. While on Council, he was the liaison to the Farmington Area Arts Commission for 16 years, as well as the liaison to the Children, Youth and Families Commission, and the Parks and Recreation Commission.
Randy is a board member and current president of the Colony Park West homeowner’s association. He has also been president of the Forestbrook Hills/Pebblebrook Estates homeowners association, and the Saratoga Farms homeowner’s association.
ACCOMPLISHMENTS:
Randy is a licensed psychologist, neuropsychologist, and board-certified Rehabilitation Psychologist. He earned BS, MA and Ph.D. degrees from Wayne State University in Detroit, and also worked for many years in neurological research into stroke and other disorders. Over the last 40 years, he has worked with various clinical populations, including survivors of brain and spinal cord injuries, and other diseases. He was a staff neuropsychologist at the Rehabilitation Institute of Michigan, Director of Neuropsychological Services at Special Tree Rehabilitation System, and owner and CEO of Aspire Rehabilitation Services. He has been a successful business owner for over 30 years, providing outpatient rehabilitation and mental health services, including neuropsychological evaluations and treatment. In recognition of his years of service to survivors of brain injury and advocating on their behalf, he was awarded the 2024 Brain Injury Association of Michigan Legacy Society Award for Community Service. He lives with his wife Jill, a Registered Dietitian, and his three rescue dogs Winston, Missy and Marcus.
RESULTS:
During his 20 years on council, Randy has been able to successfully push through many programs, ordinances and development that have saved the taxpayers millions of dollars, while helping to lead Farmington Hills to being a destination for families, seniors, and businesses. These include:
- Pushing through the building our water tower, which now saves the rate payers over $3 million dollars annually, or over $40 million since it went into service in 2014;
- Helping lead the development of the Farmington Hills Dog Park;
- Pushing through the dedicated millage for the Library System which now provides permanent and predictable funding for the library;
- Switching the City's residential road funding from special assessment districts to a dedicated road millage, lessening the burden on homeowners while helping improve our subdivision roads and property values;
- Initiating one of the most comprehensive Dangerous Animals ordinances in the country that protects our citizens and pets from aggressive animals which is not breed specific;
- Supporting the building of the new City Hall which is Gold Leed Certified, and has saved hundreds of dollars in taxpayer money on utilities;
- Co-founder of Farmington SAFE (Suicide Awareness for Everyone), which supports programming and interventions to help address mental health issues with the goal of reducing suicides in our community;
- Founder and member of the Intergovernmental Task Force between the Cities of Farmington, Farmington Hills, and the Farmington School District, which led to the merger of services saving these entities hundreds of thousands of dollars each year;
- Initiated the Rental Home Inspection program to decrease the prevalence of poorly maintained rental properties to protect our citizens and neighborhoods, and
- Help lead the City from a AA to a AAA bond rating at the height of the great recession, with retiree health care now funded at over 100% and the pension fund at 78%, one of the best in the state;
